Introduction:
North Carolina's 2023-24 budget is a significant document shaping the state's future. This comprehensive guide dissects the key provisions, exploring the allocations for education, healthcare, infrastructure, and more. We'll delve into the controversies, the winners and losers, and the long-term implications of this fiscal blueprint. Whether you're a concerned citizen, a business owner, or a policy analyst, this post offers a clear and concise understanding of the NC budget 2023-24.
I. Key Highlights of the NC Budget 2023-24:
The NC budget for 2023-24 reflects a period of significant economic growth and challenges. The budget boasts substantial increases in several key areas, driven largely by a strong revenue forecast. However, it also faces criticisms regarding equity and long-term sustainability.
Education: A considerable portion of the budget is allocated to education, focusing on teacher pay raises, increased funding for early childhood education programs, and investments in school infrastructure. The budget aims to address teacher shortages and improve educational outcomes across the state. Specific details include a percentage increase in average teacher salary, funding for specific educational initiatives (mention specific programs if known), and investment in school facilities and technology.
Healthcare: The budget includes provisions for expanding healthcare access, particularly for underserved populations. This might involve increased funding for Medicaid, investments in mental health services, and support for rural healthcare facilities. Specific details should be included if available, such as funding increases for specific programs, expansion of Medicaid coverage to specific groups, or initiatives to address the shortage of healthcare professionals in certain regions.
Infrastructure: Significant investments are planned for infrastructure improvements, encompassing road construction and maintenance, upgrades to public transportation, and improvements to water and sewer systems. The budget's impact on reducing traffic congestion, promoting economic development through improved infrastructure, and addressing environmental concerns should be discussed. Specific projects or regions benefiting from these investments should be mentioned, if known.
Tax Policy: The budget may include changes to tax rates or deductions, impacting both individuals and businesses. Analysis should assess the distributional effects of tax changes, identifying which income groups are most affected and whether these changes align with stated policy goals. Specific tax changes should be detailed, and their potential consequences on various economic sectors should be analyzed.
Economic Development: The budget may contain provisions aimed at stimulating economic growth, such as tax incentives for businesses, grants for job creation initiatives, and investments in workforce development programs. The impact of these measures on attracting new businesses, supporting existing businesses, and creating jobs should be assessed, focusing on specific industries and geographic regions.
Environmental Concerns: The budget's approach to environmental protection should be analyzed, including funding for conservation efforts, renewable energy initiatives, and investments in environmental infrastructure. The potential consequences of budget decisions on air and water quality, habitat preservation, and climate change mitigation should be examined.
II. Controversies and Debates Surrounding the Budget:
The NC budget 2023-24, like any major budgetary plan, is not without its controversies. These debates often center on:
Equity of Funding: Critics may argue that certain sectors or demographics receive disproportionately less funding than others. This section should address specific criticisms and analyze whether the budget prioritizes equity and addresses disparities effectively.
Long-Term Fiscal Sustainability: Concerns might exist about the budget's long-term fiscal health and the potential for future budget deficits. Analysis should assess the budget's reliance on one-time funds, the long-term implications of spending decisions, and the potential for future adjustments.
Political Priorities: The budget's allocation of resources may reflect specific political priorities, potentially leading to accusations of favoritism or neglect of certain areas. This section should analyze the alignment of budget priorities with stated policy goals and assess whether these priorities are justifiable.
III. Analysis and Implications:
This section will analyze the potential long-term impacts of the budget, considering its effects on various sectors and the overall economic health of the state. This might include:
Economic Growth: Assessment of the budget's contribution to long-term economic growth, job creation, and income levels.
Social Equity: Evaluation of the budget's impact on reducing disparities and promoting social justice within the state.
Environmental Sustainability: Analysis of the budget's contribution to environmental protection, including its impact on greenhouse gas emissions and natural resource conservation.

nc budget 2023 24: Cemetery Citizens Adam Rosenblatt, 2024-04-30 Across the United States, groups of grassroots volunteers gather in overgrown, systemically neglected cemeteries. As they rake, clean headstones, and research silenced histories, they offer care to individuals who were denied basic rights and forms of belonging in life and in death. Cemetery Citizens is the first book-length study of this emerging form of social justice work. It focuses on how racial disparities shape the fates of the dead, and asks what kinds of repair are still possible. Drawing on interviews, activist anthropology, poems, and drawings, Adam Rosenblatt takes us to gravesite reclamation efforts in three prominent American cities. Cemetery Citizens dives into the ethical quandaries and practical complexities of cemetery reclamation, showing how volunteers build community across social boundaries, craft new ideas about citizenship and ancestry, and expose injustices that would otherwise be suppressed. Ultimately, Rosenblatt argues that an ethic of reclamation must honor the presence of the dead—treating them as fellow cemetery citizens who share our histories, landscapes, and need for care. |
nc budget 2023 24: Economic valuation of ecosystem services of selected interventions in agriculture in India Kumara T M, Kiran, Birthal, Pratap Singh, Meena, Dinesh Chand, Kumar, Anjani, 2024-04-19 Agriculture is multi-functional, producing economic goods including food, feed, fibre, and fuel, as well as providing several intangible or non-tradable services to society free of cost. Non-tradable services, unlike economic goods, remain unpriced; as a result, farmers are not compensated monetarily for the benefits of the several non-tradable services they provide through agriculture. Recognizing the monetary value of non-tradable ecosystem services is crucial to incentivize farmers to adopt eco-friendly technologies and practices for the sustainable development of agriculture. Through a meta-analysis of the existing evidence on ecosystem services, this study attempts to estimate the value of ecosystem services by using direct and indirect valuation methods—for example, carbon sequestration, methane emission, nutrient availability, biological nitrogen fixation, and water saving—generated by several important technological and agronomic interventions, namely the direct seeding of rice (DSR), zero-tillage in wheat, leguminous crops, organic manure, integrated nutrient management, and agroforestry, based on studies conducted in India. It also explores the trade-offs between the non-tradable and tradable ecosystem services attributable to these interventions. The monetary value of the non-tradable services resulting from most of these interventions is quite large, 34–77% of the total value of all the ecosystem services. However, not all interventions result in a win-win situation that yields improvements in both tradable and non-tradable outcomes. While no-till wheat, legumes, and integrated nutrient management result in a win-win outcome, there are trade-offs between the tradable and non tradable ecosystem services in the cases of directed seed rice, organic manure, and agroforestry. This evidence suggests that not all agricultural technologies and practices are beneficial for farmers, despite their higher environmental benefits. Thus, the findings of this study imply that agricultural policy should provide incentives for the adoption of technologies and practices to conserve ecosystems and natural resources. |

nc budget 2023 24: A Forgotten Migration Crystal R. Sanders, 2024-10-01 A Forgotten Migration tells the little-known story of segregation scholarships awarded by states in the US South to Black students seeking graduate education in the pre–Brown v. Board of Education era. Under the Plessy v. Ferguson decision, decades earlier, southern states could provide graduate opportunities for African Americans by creating separate but equal graduate programs at tax-supported Black colleges or by admitting Black students to historically white institutions. Most did neither and instead paid to send Black students out of state for graduate education. Crystal R. Sanders examines Black graduate students who relocated to the North, Midwest, and West to continue their education with segregation scholarships, revealing the many challenges they faced along the way. Students that entered out-of-state programs endured long and tedious travel, financial hardship, racial discrimination, isolation, and homesickness. With the passage of Brown in 1954, segregation scholarships began to wane, but the integration of graduate programs at southern public universities was slow. In telling this story, Sanders demonstrates how white efforts to preserve segregation led to the underfunding of public Black colleges, furthering racial inequality in American higher education. |
nc budget 2023 24: Behind Crimmigration Felicia Arriaga, 2023-04-18 In recent years, dozens of counties in North Carolina have partnered with federal law enforcement in the criminalization of immigration—what many have dubbed crimmigration. Southern border enforcement still monopolizes the national immigration debate, but immigration enforcement has become common within the United States as well. While Immigration and Customs Enforcement (ICE) operations are a major part of American immigration enforcement, Felicia Arriaga maintains that ICE relies on an already well-established system—the use of local law enforcement and local governments to identify, incarcerate, and deport undocumented immigrants. Arriaga contends that the long-term partnership between local sheriffs and immigration law enforcement in places like North Carolina has created a form of racialized social control of the Latinx community. Arriaga uses data from five county sheriff's offices and their governing bodies to trace the creation and subsequent normalization of ICE and local law enforcement partnerships. Arriaga argues that the methods used by these partnerships to control immigration are employed throughout the United States, but they have been particularly visible in North Carolina, where the Latinx population increased by 111 percent between 2000 and 2010. Arriaga's evidence also reveals how Latinx communities are resisting and adapting to these systems. |

nc budget 2023 24: Standards for Internal Control in the Federal Government United States Government Accountability Office, 2019-03-24 Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers' Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government. |

Kilpatrick, 2015-08-10 Practical, effective, evidence-based reading interventions that change students' lives Essentials of Understanding and Assessing Reading Difficulties is a practical, accessible, in-depth guide to reading assessment and intervention. It provides a detailed discussion of the nature and causes of reading difficulties, which will help develop the knowledge and confidence needed to accurately assess why a student is struggling. Readers will learn a framework for organizing testing results from current assessment batteries such as the WJ-IV, KTEA-3, and CTOPP-2. Case studies illustrate each of the concepts covered. A thorough discussion is provided on the assessment of phonics skills, phonological awareness, word recognition, reading fluency, and reading comprehension. Formatted for easy reading as well as quick reference, the text includes bullet points, icons, callout boxes, and other design elements to call attention to important information. Although a substantial amount of research has shown that most reading difficulties can be prevented or corrected, standard reading remediation efforts have proven largely ineffective. School psychologists are routinely called upon to evaluate students with reading difficulties and to make recommendations to address such difficulties. This book provides an overview of the best assessment and intervention techniques, backed by the most current research findings. Bridge the gap between research and practice Accurately assess the reason(s) why a student struggles in reading Improve reading skills using the most highly effective evidence-based techniques Reading may well be the most important thing students are taught during their school careers. It is a skill they will use every day of their lives; one that will dictate, in part, later life success. Struggling students need help now, and Essentials of Understanding and Assessing Reading Difficulties shows how to get these students on track. |

So in late 1969, when handsome Chase Andrews is found dead, the locals immediately suspect Kya Clark, the so-called Marsh Girl. But Kya is not what they say. Sensitive and intelligent, she has survived for years alone in the marsh that she calls home, finding friends in the gulls and lessons in the sand. Then the time comes when she yearns to be touched and loved. When two young men from town become intrigued by her wild beauty, Kya opens herself to a new life—until the unthinkable happens. Where the Crawdads Sing is at once an exquisite ode to the natural world, a heartbreaking coming-of-age story, and a surprising tale of possible murder. Owens reminds us that we are forever shaped by the children we once were, and that we are all subject to the beautiful and violent secrets that nature keeps. |

In the midst of the Japanese occupation of China and Hong Kong, two lives become intertwined: Wong Chia Chi, a young student active in the resistance, and Mr. Yee, a powerful political figure who works for the Japanese occupational government. As these two move deftly between Shanghai’s tea parties and secret interrogations, they become embroiled in the complicated politics of wartime—and in a mutual attraction that may be more than what they expected. nc budget 2023 24: The College Stress Test Robert Zemsky, Susan Shaman, Susan Campbell Baldridge, 2020-02-25 Provides an insightful analysis of the market stresses that threaten the viability of some of America's colleges and universities while delivering a powerful predictive tool to measure an institution's risk of closure. In The College Stress Test, Robert Zemsky, Susan Shaman, and Susan Campbell Baldridge present readers with a full, frank, and informed discussion about college and university closures. Drawing on the massive institutional data set available from IPEDS (the Integrated Postsecondary Education Data System), they build a stress test for estimating the market viability of more than 2,800 undergraduate institutions. They examine four key variables—new student enrollments, net cash price, student retention, and major external funding—to gauge whether an institution is potentially at risk of considering closure or merging with another school. They also assess student body demographics to see which students are commonly served by institutions experiencing market stress. The book's appendix includes a powerful do-it-yourself tool that institutions can apply, using their own IPEDS data, to understand their level of risk. The book's underlying statistical analysis makes clear that closings will not be nearly as prevalent as many prognosticators are predicting and will in fact impact relatively few students. The authors argue that just 10 percent or fewer of the nation's colleges and universities face substantial market risk, while 60 percent face little or no market risk. The remaining 30 percent of institutions, the authors find, are bound to struggle. To thrive, the book advises, these schools will need to reconsider the curricula they deliver, the prices they charge, and their willingness to experiment with new modes of instruction. The College Stress Test provides an urgently needed road map at a moment when the higher education terrain is shifting. Those interested in and responsible for the fate of these institutions will find in this book a clearly defined set of risk indicators, a methodology for monitoring progress over time, and an evidence-based understanding of where they reside in the landscape of institutional risk. |
